1. The table of contents links' typography is based on the H5 font. To edit the H5 font settings, please navigate to Theme Options > Typography > H5 Tag. Changing this font will affect the links' font.
2. This border style is a global setting and it will apply to the whole website. You can navigate to Theme Options > Theme Design > Hover Effect, then choose Style 2 (Solid Shadow).

I have seen the setting, but this is not the setting I am asking for.
