It seems that even though you updated the php.ini file, there may be other server-level settings that are overriding it. In this case, we recommend contacting your hosting provider's support team and asking them to help increase the upload limit for you.
In the meantime, if you would like, you can share your cPanel login credentials with us (preferably through a secure method), and we can help you check and adjust the server settings directly.
I have updated the max upload filesize in php.ini but still see 1 M in the Theme Options & cannot upload pictures more than 1 MB.
